The International Humanitarian Alliance for the Revival of Gaza

For more than 420 days, the aggression against Gaza has continued amid international silence, leading to the destruction of the Strip’s infrastructure and the targeting of all vital sectors. Civilians are facing genocide, as every tool of killing is used against them — from direct bombardment and mass executions to starvation, the blocking of humanitarian aid, and the deprivation of millions of their basic rights to clean water, healthcare, and protection.

Within this grim reality, civil society efforts have remained the lifeline for millions of affected civilians inside Gaza. This places an even greater responsibility on humanitarian organizations to coordinate, unify, and amplify their actions to enhance impact and improve the humanitarian situation.

It is in this context, and driven by a shared humanitarian responsibility toward Gaza’s civilians, that the idea of launching the “International Humanitarian Alliance for the Revival of Gaza” emerged.
The Alliance serves as a coordinating umbrella bringing together civil society organizations from across the globe to unify their efforts — first during the emergency relief phase, and later throughout the early recovery and stabilization stages.
Through coordination and collective action, the Alliance aims to save lives, optimize resources, and ensure complementarity among interventions amid the extreme complexity of Gaza’s humanitarian landscape.

This Alliance — launched as one of the key outcomes of the Global Humanitarian Summit, attended by over 200 civil society agencies, companies, unions, networks, and private sector institutions from more than 40 countries — opens a new horizon for sustained post-summit collaboration and practical implementation of the Summit’s vision for Gaza.

It stands as a vital platform dedicated to achieving a more efficient, coordinated, and impactful humanitarian response through a participatory approach involving donors, implementing partners, and humanitarian actors working for Gaza’s relief and recovery.


Operational Mechanisms of the Alliance

The Alliance will achieve its objectives through three core mechanisms designed to ensure coordination, data-driven decision-making, and sustainable impact:

 Information and Data Management Unit

Effective data and information management is a cornerstone of humanitarian response and disaster coordination.
This process involves the collection, analysis, sharing, and responsible use of information to enable evidence-based and coordinated decision-making across a network of Alliance members and data providers.

Objectives:

  • Identify priorities by assessing urgent needs and the most affected groups.

  • Monitor gaps in resources and services to optimize aid allocation.

  • Design effective joint responses through collaborative planning and sectoral integration.

This mechanism ensures informed decision-making, promotes best practices, and delivers efficient humanitarian assistance by avoiding duplication, reducing waste, and bridging gaps. Data will be analyzed collaboratively and shared with Alliance members through visual and written reports that strengthen the overall impact of humanitarian interventions.


 Sectoral Working Groups

These are coordination clusters among active humanitarian organizations, structured around key sectors such as water, health, food security, shelter, and education.
Their aim is to enhance the efficiency and effectiveness of the overall humanitarian response, avoid duplication, and ensure that the needs of affected populations are met in a timely and appropriate manner.


 Advisory Teams

Composed of specialized experts across humanitarian sectors — including shelter, food, education, agriculture, and others — these teams collaborate to design innovative solutions for current emergency challenges and sustainable strategies for early recovery and stabilization phases.


Call for Participation

The Alliance invites all humanitarian organizations worldwide to join the International Humanitarian Alliance for the Revival of Gaza by choosing one of the three operational units mentioned above.
Tasks, responsibilities, and coordination frameworks will be defined in greater detail once the Alliance is formally constituted and all prospective members have joined.
